Network is required for the netinst CD installation.  For the USB stick
install it is actually optional, and the way it is implemented at the
moment is that the installer will try DHCP to get a network connection,
and if it can't, it will ask the way Mike described.  It will work just
fine to tell the installer to continue without network, or to set up the
network manually.

I am not sure if it is easy to get the netcfg udev to behave
differently.
