Strange usbstick installation behaviour

I tested a desktop=gnome installation of a Norwegian Roaming workstation
using the wheezy-test usbstick ISO today, and was surprised to discover
that it actually downloaded some packages from the net.  This is the
complete list according to /var/log/installer/syslog, extracted using
