That should not be neccessary.  There is a callback mechanism in PAM
to provide feedback to the user, and I suspect it can be used by
passwd and any GUI tool to show the message to the user.  See for
example how I do it in libpam-mklocaluser, look for "conversation" in
debian/pam-python.py.
