Actually, starting today, since xsltproc is used instead of
openjade to generate the HTML documentation, a simple “make” runs a lot
faster than it used to [0], doesn't spread hundreds of useless warnings
on the standard output, and breaks with the same explicit messages than
a usual debuild (in best, since they're not drowned among hundreds of
other messages and of course because it runs a lot faster). Thus, I'm
not sure a “debug” target is needed any more for this purpose, and
propose you to close this bug if you agree (reply-to set accordingly),
or remove the fixed tag if you don't.

An absence of answer for a few days or weeks may be interpreted as a
formal acknowledgement (just a precaution not to let a useless bug
report rot too long).

Regards

David
