Yes, it is designed to run on workstations, and make sure only the logged in
user can have non-niced processes on the workstation to ensure others do not
make problems for the foreground user.  It is also useful to get rid of hanging
or looping processes from the previous user of the workstation.

What BTS bug number is this?  Is the 'who' command reporting that the user
is logged in?
