It is a release blocker. However, some time ago I have received notice from Alejandro that there will be a draft available in GOsa SVN and FusionDir Git in the next couple of days (he said tomorrow and I have freely added some buffer here). I am not sure, if there is a reason why Alejandro has not Cc: the DebianEdu ML, maybe he just forgot.

I think Alejandro will make it before June so let's keep our fingers crossed. Otherwise we have to define some defaults (what host is in which netgroup). But let's think about this later. I currently presume that there will be a GOsa implementation.
I am also very grateful to Alejandro as he is probably much more experienced in GOsa development, so he efficiently took a lot of workload off me.
