Any idea what is causing this?  I would suspect either
unattended-upgrades or update-notifier (based on dpkg -S
/etc/apt/apt.conf.d/*).

Nope, it is because KDE 4 do not handle desktop icons like KDE 3.

Do not believe they have been present in KDE 4 ever.
