You could have just asked me :) release-manual* has been renamed to debian-edu-etch-manual* and is not being updated anymore. We currently work on debian-edu-lenny-manual* which is based on the etch manual. When I did that split I copied the etch translations to the lenny versions, not sure if its sensible to do this again for the french translation...
