this reminds me about japanese. I have just done a workstation install 
of the r1 netinstall CD:

installation proceeds in japanese
kdm is in japanese, but there is no option to choose language
root logs in, but gets an english environment
other users get a japanese environment

I think root needs a japanese environment for this to be attractive to 
japanese schools.
