[Bug 102] Locales nb_NO and nn_NO have wrong/inconsistent date format

Ok, thanks for the feedback.

Here is the output from showdates after I did some more changes.
I also changed the thousand separator to NO-BREAK SPACE based on what I read 
here: http://i18n.skolelinux.no/localeoppsett.html

The +0200 at the end of the dates is also based on what I read in the above 
link.
