Why not use IPCop.org, it can easily do content filtering and VPN, and there
are plugins for extra functionality as well.

disposal of the old PC which isn't broken yet.

Perhaps the school should continue to use its existing firewall, but if 
it doesn't have one, buy a dedicated box.

On the other hand, a custom skolelinux firewall, with built in content 
filtering and vpn, sounds attractive. Does Debian Edu have the 
person-power to maintain such a distro?
