I asked Oliver in Edubuntu, and he tells me that the fuse kernel module is
added to /etc/modules when the fuse-utils package is installed.  The debian
version of this package do not do this.  He report that the ubuntu version of
fuse-utils is significantly different in that it uses udev and modprobe.d, and
do not work with non-modular kernels at all.

I recommend we fix it they easy way for now, and poke the debian
maintainer to get it loaded by default in fuse-utils or similar for lenny.
