To get a scalable system for granting access to local devices to the console
user, we recently start using pam_group and pam_foreground to grand and
check access privileges.  For systems using dbus, this mean their access
control files need to use the at_console check instead of group membership
checks.  Several packages in Debian/Etch do not do this.  hal is correct,
but network-manager, knetwork-manager and avahi-daemon is not.  Not sure about
the rest.

I've reported the former two to BTS as <URL: http://bugs.debian.org/426462 >
and <URL: http://bugs.debian.org/426467 >, but have not checked out
avahi-daemon yet.

Fixing this in debian mean making our own (perhaps backported) packages
for all the packages with incorrect access lists.
