Yes.  If you check tty4 (Alt-F4), I suspect you will find a message
complaining that /sbin/grub-install was missing.  This is error
<URL:http://bugs.debian.org/387500>.  You can work around it by
accepting the error to get back to the main menu, and then running
this command in tty2

  ln -s /usr/sbin/grub-install /target/sbin/

After this, you should return to the main menu on tty1 and choose
again the entry to install packages.

This problem is the last blocker to get a test-release out.  I've also
noticed the ntpdate config is broken, but that is a minor issue
compared to the ones we have fixed the last few weeks. :)
