If you install etch-test, and select Language:English Country:Norway
keymap:Norwegian. You still get a English keymap in X even tho you spesificaly
selected Norwegian keymap.

Naturally that debconf question is for console keymaps, but if we want to make
it easy on users it's the kind of thing we should pick up and feed to X's Config.
