http://skolelinux.de/~ralf/skolelinux-wallpaper-800x600.png is a suggestion 
for a wallpaper. To enable it, we have to put it to /usr/share/wallpapers/ and 
create / edit /etc/kde3/kdesktoprc so it has a line 
 
Wallpaper=/usr/share/wallpapers/mywallpaper.png 
 
Look into some user's .kde/share/config/kdesktoprc to get an idea of further 
tweaking.
