Installing main+thinclient profile with nb_NO as language gives this stanza in
lts.conf, containing the line XkbLayout=no twice:

        XkbLayout=no

        X_MOUSE_PROTOCOL   = "PS/2"
        X_MOUSE_DEVICE     = "/dev/psaux"
        X_MOUSE_RESOLUTION = 400

        USE_XFS            = Y
        XkbLayout=no
        SEARCH_DOMAIN      = intern
        X_MOUSE_EMULATE3BTN = Y
        USE_NFS_SWAP       = Y
        SWAPFILE_SIZE      = 32m
        SCREEN_01          = startx
