well, i'm not a raving fan, but mediawiki (of wikipedia fame) has served
us ok at freegeek:

with the perl module: WWW:MediaWiki::Client (a.k.a. mvs a.k.a. wix), you
can get a (limited) cvs-like interface.  i built a debian package of it
with a very long perlish name, libwww-mediawiki-client-perl:

any pages i'm interested in, i download, and check for updates using:

mvs up

i do not know how easily mediaiwiki handles translations, or if you can
get email updates of changes.  there is a page that lists the
recentchanges quite simply:
