Kernel 2.4.27 worked both for regular users and root

I upgrade to the 2.6.8 kernel (sarge), and later 2.6.11 kernel (from testing). 
Then it did't work for regular users. For root users it did work. 

I discovered the bug trying to log in with ssh from one Debian machine with
sarge to an Skolelinux standalone machine. 

I did not check md5sum. 

I don't know whoes responsible for this kind of bugs.
