Apt does not cache dowloaded packages.
For apt to do this, it needs extra configuration.

File /etc/apt/apt.conf.d/60proxy is attached, and does caching of packages
dowloaded via the http protocol.
Proxying of ftp downloads has proved a bit more difficult to me, probably due to
firewalls. Didn't make much of an attempt, though.
