Maybe this is not the right list (I would try linux-utf8) but anyhow. I would do a careful re-read of http://www.debian.org/doc/user-manuals.en.html#euro-support and http://melkor.dnp.fmph.uniba.sk/~garabik/debian-utf8/HOWTO/howto.html to refresh the concepts involved (locales, keyboard maps, fonts).
