We should make it easy to assign static ip to machines that is not ltsp-servers
or printers, currently these two groups is already in
/etc/dhcp3/dhcpd-debian-edu.conf and in the Webmin dhcp module and quit easy to
use. 

What is missing is the same possibility to assign static ip numbers to
Workstations, that is a must now that we use netgroups, where there already is a
Workstation-hosts group.
