 The error is that a error-message is not given as in point 1.8 in the 
test-case. Hopefully this makes it more clear: 

        1.5 mark user for deletion              OK
        1.6 did not anything in admin passwd    OK
        1.6 click on delete selected            OK
        1.7 user not deleted                    OK
->      1.8 wlus report this as an error        OK
        1.9 input rootpasswd "4321"             OK
        1.10 click on "delete selected"         OK
        1.11 user deleted.                      OK
        1.12 mark user for deletion             OK
->      1.13 click on "delete selected"    OK
        1.14 the user get deleted    ERROR!

The use-case is ment to be operated by the tester. The developer should 
also doing the test, and experience the same. If he/she cant recreate 
the error, then the tester has to: 

1. Explain better when testing it, and get the error confirmed. 
2. Or be explained what to expect from the function.

If the 2 occurs, people often agree on that the function is OK, but the 
design or shape of it isn't good enough. Then you could reprioritise 
the function with adding developer resources, or wait with it to a 
later release - given fixed release-date. 

So the real testing her is to do the test-case with WLUS, and then se 
what's happen.  And report what happens in all the stages in the 
test-case.
