Do all the thinclients freeze at once? 
When the thinclients freeze, does local login at the thinclient server 
function?

I would doublececk that the networkcard  also  runs at 100 MBit , and 
not at 10.  Having a switch/networkcard  running at 10 MBit would make 
the thin clients behave similar to what you describe. 
Depending on what kind of cards you have, use eitther mii-tool or 
ethtool to check and modify your networkcard.
