Just a technical issue. Squeak is in 66 000 computers, but for 12-18 years
students (is it called high school?), not primary school.
I work as a teacher in Extremadura, and I can ask for Squeak license issue
just tomorrow.
If you consider it interesting, I'll point here the legal issues of Squeak in
Extremadura.
