Not really a direct answer to your question, but the reason why squid is 
looking for webcache lies in the fully functional dns setup that 
Skolelinux uses.
Have a look at the file /etc/bind/debian-edu/db.intern

tjener                          IN      A       10.0.2.2
backup                          IN      CNAME   tjener
webcache                        IN      CNAME   tjener


If you have your webcache on someother machine, you would just need to 
update your db.intern file, same if you choose to place your backup on 
someother machine.
