Ja, Du hast recht!  Kann man diesen Paragraph so umschreiben:

  Dazu kommt, dass freie Software den Quellcode, oder Source Code,
  zugänglich macht. Wenn Sie den Source Code ändern, dann ändern Sie
  damit das Programm. Sie haben also hier das Recht, das Programm zu
  ändern und neue Programme, die auf dem alten Programm-Source Code
  beruhen, weiterzuverteilen, aber nur, wenn Sie dann auch Ihren neuen
  modifizierten Source Code mitverteilen. Die Darlegung Ihrer
  verträglichen Rechte und Pflichten sind für fast alle Programme auf
  dieser CD in der GNU General Public License (GPL) enthalten. 

und Englisch:

  In addition, free software makes the source code available. By
  changing the source code, you change the program. You have the right
  to change the program, and to distribute new programs based on the
  source code of the old programs, but if you do so you must also
