There are two possible approaches to take:

  0) unarchive the bug, mark it as found in one of the newer versions,
and attach your patch.  This would look like an e-mail sent to
control@bugs.debian.org with the following lines at the top of the body
(i'm pretending this is about bug #NNNNNN in package foo, which has
reappeared in version X.Y-Z):

unarchive NNNNNN
reopen NNNNNN
found NNNNNN X.Y-Z
thanks

You should follow this up with an e-mail (to NNNNNN@bugs.debian.org)
that contains the new information you have to share, with your patch
attached.

  1) submit a new bug, reference the old bug, and attach the patch to the
new bug.

If you go this route, and the maintainer really wants them to be the
same bug report, they can always unarchive the old one and merge it with
the new one.

Thanks for contributing to debian!  Bugreports (and patches too!) are
critical to the success of the project.
