It is not new that packages get removed, but it happens far more 
aggressively since a couple years ago.

You get a better overview at the QA page for a package:

https://packages.qa.debian.org/shutter

In the "News" section you can see a "REMOVED" entry - in there is a 
reference to the severe bugreport not acted on in time and therefore 
causing the removal.
