In case anyone is interested to own and maintain this.

Bespin is a window decorator for KDE. It is more than a decorator. It has its own icon set, themes  etc.

I cannot work on this ITP as I moved away from KDE window environment.
The packaging is mostly done. So, in case anyone wants to take it
further, please drop a note.  Also, if you need sponsorship for this
package, I'll be happy to do that too.
