Hi Josh,

Most of what you request in this bug happens (or requires support) in
the underlying dpkg tool, dpkg-shlibdeps.  I am therefore reassigning it
to dpkg.

Quoting the remaining text in full (below) for the sake of the dpkg
maintainer.
