I've added support for path-exclude to cruft-ng.

A few comments:

- apt has "apt-config dump", but dpkg doesn't have an equivalent,
  so I brought my own; that's ok, as cruft{-ng} needs to closely follow
  dpkg internals anyway

- path-include would be much more difficult to implement with little gain

  every one seems to use it for /usr/share/locale or /usr/share/man
  or even /usr/share/doc ... ; that are all optional files
  (likewise I also put /var/log on tmpfs on my raspberry's to spare the SD card)
