Out of curiosity, who is we? Is it posible to have a look to such

I do believe running post install scripts is mandatory nowadays in
order to have a well configured Debian rootfs. While doing (first
stage) cross debootstrap [2] of a Debian rootfs it is not posible to
run those scripts (iirc, start-stop-daemon gets renamed to
start-stop-daemon.REAL and the former it is just a dummy script which
prints some text), then on the target device you need to run post
install scripts via second-stage. While debian-installer relais on
debootstrap I am unsure which way they use, but they also use udeb.
Being able to have a configured rootfs without running post install
scripts is under investigation via Baked [3], but it is not
upgradeable. You probably can see how useful are post install scripts
in upgrades while useless for trully embedded systems.
