dpkg-shlibdeps: failure: couldn't find library

System: debian 5
arch: amd64


during preparing package "rm_essentials" i got this issue:
"dpkg-shlibdeps: failure: couldn't find library"

it would not be anything surprising in this but before packaging I insert in place this libs.

Here is rules files, section:

After this <------>dh_shlibdeps -v i can see all libs included, of course with "missing libs".

I try prepare the same package on debian 4 (arch:amd64) with success result.

What could be wrong.
