I see that this change never made it into mainline.  My recent release
of 1.15.0 did not contain an accurate ChangeLog for my changes because
hand-editing such a file is a pointless excercise.

As you know I think the ChangeLogs are not very useful but I'm
certainly prepared to run a script to generate them automatically.

So I think you should push your script and perhaps run it for us this
once.  I don't see why it needs to be reviewed if it only updates
ChangeLog files, since they can be generated mechanically.

We should also update the release process on the GitUsage wiki page.
Automating some of this stuff would be good.
