There is no package in debian containing /usr/local or anything below
that. So dpkg will never touch it.

/usr on the other hand is it basically every debian package and dpkg
will handle that.

Then your assumptions and dpkgs assumptions collide. It was never ment
for that. Note that with that usage dpkg will happily overwrite your
files on install and then remove them on removals without ever telling
you. So you are playing with fire here.
