Uh, that was a "thinko", sorry. So, to recap:

  texlive-base-bin ships mktexlsr and updmap-sys
  texlive-base-bin depends on tex-common
  tex-common ships update-updmap

Therefore, having font packages activate a trigger that causes
texlive-base-bin to run the "update-updmap; mktexlsr; updmap-sys"
sequence should be fine.
