That's some nuisance within apt-get, which poorly copes with errors.

Where do you have this initscripts 2.86.ds1-1.1 from? Debian stable
(sarge) seems to have 2.86.ds1-1 and testing already 2.86.ds1-2.

It looks like this 1.1 version seem to miss the replace to allow
upgrading from woody's sysvinit.

I'd suggest to try to get a sysvinit version fitting to you system,
and install that with dpkg -i. Perhaps you need to also get
initscripts 2.86.ds1-1 from woody before that. (Or installing both
at once).
