Bug#310306: dpkg-gencontrol (and others perhaps?) don't parse "( >=" but only "(>="

If there is a space between the ( and the >= in a Depends line in a
control file then it won't be reproduced but just be silently dropped.

dpkg-gencontrol would ideally error.

I suspect this is in the controllib.pl somewhere but it's late and I
can't see where right now.

The attached tarball has a very simple case that fails.  Just run
dpkg-gencontrol -O from inside dpkg-gencontrol-bug and read REPRODUCEME
in the tarball.
