Bug#240691: dpkg: start-stop-daemon manpage has misplaced sentence

In the man page for start-stop-daemon, I think that the last
sentence of the second paragraph of the DESCRIPTION should be at
the end of the third paragraph. (This sentence discribes the
"--retry" option, which I think must be used with the --stop
option, not with the --start option.)
