Bug reports not reaching debian-dpkg! (Was: Processed: retitle)

Listmaster, this is yet another example of a bug report not reaching the
debian-dpkg mailing list.  The BTS claims it mailed this bug to the
list, but it never arrived and doesn't appear in the archives.

I'm going to wildly speculate it got spam filtered -- the other two I've
noticed were both translations as well.

Are we not exempting mails from the BTS from list spam filtering?  The
BTS is already theoretically spam filtered, isn't it?
