Debconf or any part of exim4's maintainerscripts is not involved in
this. This is straightforward dpkg handling conffiles. I am therefore
reassigning this to dpkg.
Rory, did you really lose customizations of
/etc/exim4/conf.d/main/02_exim4-config_options or is there just a
message by dpkg missing
