Nobody is arguing that the test is not broken and automake1.7 has
already been fixed [1], however this does not help at all.

There are tons of packages in the archive with the broken test from
automake included that do not invoke automake at build-time, *all* of
these suddenly have a (hidden) rc-bug, only appearing when building on
a system with dpkg >= 1.10.11.

When we are thinking about a release introducing a big number of
rc-bugs to fix a cosmetical issue in dpkg is not acceptable.
