Bug#216075: dpkg-buildbackage version check done to late

dpkg-buildbackage checks for debian/changelog version number to late.
Meaning, it should check it before starting to build backage, not to
mention later on, after hours of compiling package, when its done and
building package that, sorry, version number is errenous :(
