Bug#215233: dpkg-dev: dpkg-gencontrol's -isp option should be the default

Hi,
When building packages, I pretty much always have to add the -isp flag
to dpkg-gencontrol, since you need the Section: and Priority: fields
in your packages. Could this behaviour be made the default, please?
