Bug#215036: Contents-* files missing

The /debian mirrors all seem to have the Contents-*.gz files missing
from the 'dists' subdir, and I can no longer manage any of my Debian 2.2
(potato) systems as a consequence. My local mirror also suffers from
this problem (it's updated via rsync from the main U.S. site).
I'm working on upgrading all of the systems to 3.0, but I still need
access to the potato dist for a while longer.
