Bug#181189: dpkg does not notice symlinks in /usr/local

But it does permit directories to be created within the FHS standard
directories in /usr/local to show a sysadmin where to put stuff. Because
of this, on my understanding, the following bugs which I reported are all
actually non-bugs:

181189
181346
181347

Since these packages all create directories in accordance with the
guidelines.
