I did a

  dpkg -i python2.3_2.3-4_powerpc.deb python_2.3-4_all.deb

which I built myself. But now, I can no longer upgrade the system.

...and dpkg told you that it could not be configured because its
dependencies were not satisfied.  You apparently ignored this error, even
though it told you that you had just broken your system.

and apt will not let you try to change packages when your system is broken.
This is a feature.
