When using the --chuid option to start-stop-daemon, it will change
users _before_ adjusting its nice value per --nicelevel. If it changed
to UID != 0, and the argument to --nicelevel is negative, start-stop-daemon
will crash (because it can't set that nice value).
I suggest that the nice level adjustment per --nicelevel be done before
changing users per --chuid.
