dpkg-deb reads the timestamps from the filesystem, using stat.  It will not
change them, nor apply santity checks to those values.  It's not it's domain
to do this.  The problem is that the ftpmaster policy requires sane values,
but dpkg-deb itself has no reason to inforce them.  dpkg-deb is a generic
tool, and can build debs of anything, including extremely old files.

I suggest you check the build environment.
